Fully agreed. I've seen several examples of EU-funded projects where
the codebase was simply abandoned as soon as the project funding
ended. And just being "open source" doesn't help here, only having a
sustainable project infrastructure and governance model outside the
original project.
However, I also have to point out that it is important that IKS
doesn't focus on producing software. It is far more important to
decide on requirements and specifications relevant to semantic
capabilities in a CMS that each of us implement in our own way, using
our own project infrastructure.
There may be some particular pieces of the puzzle (say, a semantic
search engine, or RDFa-capable rich text editor) that make sense to
share between CMS projects. But in general we would find something
written in Java targeting JCR for instance very difficult to justify
as a Midgard requirement.
