[iks-community] FISE as a service for fast evaluation

Hi IKS and FISE Teams,

while writing the proposal for early adapting FISE for Plone an idea
came up. Writing code for *your-favorite-cms-here* is usally easy for
*your-favorite-cms-here*-Contributors. 

Its much easier if theres a FISE webservice somewhere in the web
accessible for FISE integrators (early adopters and evaluators). But for
the average non-Java-experienced developer its possibly a hurdle to take
for fast evaluation. Once one got hooked on it, he will install FISE
anyway local.

Probably this is also a good test for FISE itself: it is accessed from
outer space, outside from controlled test-scenarios. 

Important is to always keep the webservice in line with the newest FISE
developments. So it definitly makes sense to setup such an service
early. In the world of services its a kind of release.
